Creation of the Office

     The Office of Legislative Services (OLS) of the Legislature of Puerto Rico was officially constituted as such on January 27, 1954, with functions similar to those of the office that for these purposes operates in the United States Congress. 

     The OLS, as it is commonly known, is under the leadership of a Director who is appointed through a Resolution by agreement of both the President of the Senate and the Speaker of the House. 

     Since its creation, the Office of Legislative Services has fulfilled a variety of functions of great importance for the Legislature of Puerto Rico. The Office serves all legislators of both legislative houses who request and use its professional services, as well as their advisors, the committees and all other legislative bodies. This Office is located on the second floor of the Antonio R. Barceló Building (formerly, the School of Tropical Medicine), facing the Senate annex.

Main Functions

     Among the main functions of the OLS lie the functions of an administrative and advisory nature. Within the advisory functions, the following are most prominent: to consider and resolve legal consultations; to prepare bill drafts and resolutions; to revise legislative measure drafts; to draft legal opinions; to expedite the process of searching, obtaining and preserving updated information; and to translate into English all laws and joint resolutions approved by the Governor or any other document that might be necessary for the legislative process. 

     In addition to its own operational functions, the Office of Legislative Services is administratively responsible for the Infirmary and the Computerized Information Network that serves both the Legislature and the general public. The Office administers the disbursement of joint expenses of both Houses. 

     Throughout the years, the Office of Legislative Services has extended and modernized its facilities and its operating equipment, as well as its human resources, to satisfy the demand for services of both Legislative Bodies. In order to fulfill the purposes and objectives which led to its creation and to attain its continuous development at its best, the Office is focusing its efforts toward keeping itself on the forefront of modern technology. 

     The Office of Legislative Services observes as one of it's core values,  to maintain the strictest confidentiality on all of the works it carries out. With the passing of years, due to the effectiveness and professionalism shown in its invaluable endeavor, the Office of Legislative Services has proven itself to be an important dependency of the Legislature of Puerto Rico.
